Appealing to emotion is one of the best ways to sell a product. The lotto people have already worn out the appeal to a need (need for more money), appeal to something wanted (buy new shoes, new cars, etc...), so by appealing to an emotion in a unique way is the reasoning behind this commercial. There is no metaphor, there is no altruistic undertone, there is just the hope that this commercial will capture others attention and have them buy more tickets (to generate mroe funds for the state).
